Limit Equipment Cache so it doesn't grant items to SPARKs #570

Currently, the Equipment Cache sitrep also grants a SPARK an utility item, which they normally are not allowed to use. This results in wonky graphics, and is unintended.

Personally, some sort of .ini exclusion list of characters that don't get a utility item might be best, so people who are okay with the wonk can get the slight power boost.
