Cannot call Skyranger during Sabotage Monument #575

There is no Restricted Airspace SitRep. Yet, I cannot call the Skyranger for an EVAC, the button is greyed out and locked.

My guess is because this mission was originally only intended for Gatecrasher without tutorial and that you couldn't call an EVAC in the vanilla game.
