Due to 6 soldiers - the +1(/2) alter bump doesn't seem to be sufficient.

Reference: DerAva b3.2 campaign + discord feedback

Ideas:

Higher alert level bump
Post-mission will penalty (extra tiredness) for instant deployments
Legend-specific balancing (i.e. leave lower difficulties easier to prevent over-tuning)
