The current weighting system, introduced in #631, tends to give them heavy preference since they are technically 3 different mission families - as much as the rest of the families for CDE A1 combined.
2/3 of them have the lost forced, which induces a lot of lost missions, which are especially boring late game
2/3 of them give bonus soldiers, so players often go on CDE A1 just to get those high-ranked soldiers
They overshadow other options for CDE A1
Considering that in vanilla only like 3 of those could take place over the course of the entire campaign, IMO we should manually set their spawn bias down to 1 (min)
Note: might need to bump up the weight of the other 2 (e.g. now SabotageCC_CI is just as likely to spawn as the ResOps) but I don't want to make huge swings
