I18n #156

A proposal of i18n. I don't think this is the perfect solution, but the great things are that it's easier to track the updates of the original English docs and this doesn't affect the English one.

I will try to translate and generate Japanese page using this solution when I have a moment. But I feel we will have some problem that we need to dig.

I really regret closing this, as it is a critical missing piece for the project, but this website's been overtaken by developer.wordpress.org/rest-api -- we have a strong need for multi-lingual docs, but I think we need to have that conversation with the broader WP docs team.
