Comments when trigering the "CSD" parim #152

Declining with a comment in the comment box and the CSD parameter triggered should have added a comment along with the AFC submission, but it appears the clear bit activated after placing the comment, deleting it along with the copyvio. I'm not seeing this as happening in the develop branch ( http://en.wikipedia.org/wiki/index.php?diff=571809794 ). This makes me think this has indeed already been fixed. Closing as invalid unless I can get better steps to recreate. Which operating system, browser, skin, and version of the script are you using?

I'm using vector. I just recreated this in the sandbox - try selecting "cv" as the decline reason.
