The instructional comments shouldn't be removed -- https://en.wikipedia.org/w/index.php?title=Wikipedia_talk:Articles_for_creation/Jai_Gopal_Kalra_%28hisar%29&diff=next&oldid=577427150 -- until the draft is accepted.

Which items (https://github.com/WPAFC/afch/blob/develop/src/submissions.js#L1178-L1203) specifically should be run only on accept? Some of the distinction is murky..

Most of them should only be on accept... The only ones that I can see that should be run all the time are:
