In order to burn down the backlog of Category:AfC submissions with missing AfC template I would like to propose an enhancement
If the page is listed in the category when you come in the "Submit" button offers an additional option of "Last non-bot edit"
The AfC submission template be populated with the username and timestamp of the last editor to edit the page that is not a bot (probably ArticlesForCreationBot).

Current Behavior: http://en.wikipedia.org/w/index.php?title=Wikipedia_talk%3AArticles_for_creation%2F2013%E2%80%9314_FIS_Cross-Country_World_Cup&diff=566420340&oldid=566036451 shows how I went into the history and had the submission under "submit with a custom submitter".
