Describe the bug you cannot translate the no access message into multiple languages

To Reproduce Steps to reproduce the behavior:

install polylang or wpml
go to advanced > access

Expected behavior should be able to translate it using those 2 plugins

Should be checked if the settings for pages also work ( like setting language 1 no access 1 and language 2 no access 2 )

Going to remove the wpml-config file and remove this from the 4.7.4 milestone. The plugin needs to be fully compatible with translation plugins, which currently isn't.
