Improve experience around region name tooltip #4

When hovering over neighborhood or municipality, a tooltip pops up with the name of the underlying region. This may not be necessary as the map has good labels.

@AlyFear I'm torn on this one. I understand it's a bit redundant because the map is labeled, but it's not always apparent what the user is hovering over.

I'm leaning towards closing this one if that's fine with you.

Steve, I think for this one, one of the primary complaints was that it never goes away and follows your cursor sometimes. Can you set it to a 5-10 second display and then close or something?

Otherwise close it. Its not the most important thing that needs work for now
