clear map hover state when switching layers and when mouse leaves map #12

Currently when you move the mouse from a neighborhood to a municipality, the last neighborhood hovered stays highlighted while the mouse is over municipalities.

When leaving the map to click on the dashboard, the last area hovered stays highlighted.
