add initialization scripts #14

Add scripts to our docker-ckan repo to

[x] create a few organizations
[x] set up groups if necessary
[x] add a small variety of datasets across the organizations
[ ] populate the datastore for the CSV resources

Loads a dump of the datacenter that was generated sometime in may 2023. Now the that migration is complete, before considering this closed, the scripts should clone the state of data.wprdc.org.

They should also create a a demo data set with test data uploaded and loaded into the datatsore.
