review our topic taxonomy

CKAN comes with a group taxonomy that we can define and assign datasets to. Some of our publishers have used them, it seems, but we haven't been consistent.

To Do:

• [ ] Do some research to decide which topics to use.
• [x] Devise a plan to assign our datasets to groups/topics (with scripting as much as possible).
• [x] Test with ETL framework to ensure the group assignments stick.
• [ ] Find some better iconography

55.6% of all public WPRDC datasets have no topics, as of 2024-06-03.

26.5% of datasets (91 datasets) now lack topics. Topics were added based on tags, with this script: https://github.com/WPRDC/utility-belt/blob/master/group_by_tag.py
