It would be convenient if a theme supplies Requires PHP: in their readme.txt to preselect that option from the PHP version dropdown. This would save authors time manually selecting it each time they run scans, and would hint to reviewers that they should ensure anything lower than the minimum PHP version doesn't cause errors/warning before the version check the theme should have in place.
