Added a template for code of conduct text.

To be discussed:

Is this template from GitHub ok for us, or do we need a custom one - if so who should create it and review it? I'm fine with minor modifications of GitHub templates if needed, but I'm not in favor of totally creating one from scratch, as that might take forever.

Also I added themes@wordpress.org as a contact email, not sure if this is ok?

Suggestions are welcomed 🙂

tbh I set up some repos recently and just copied the stuff from the WordPress/Gutenberg repo :smile:
