Clarify map datum #14

I don't see the map datum specified anywhere in the rules. I'd assume its WGS84, but that should really be specified somewhere.

https://github.com/WRSC/rules/blob/98ae36aa731534a86169bf13fb69b5913659b7ff/main.tex#L138 mentioned the data datum. However, the map datum is missing.
