0x80070005, Access is denied #223

When i try do run Add-AppxPackage -Register AppxManifest.xml i get this error code error , Developer mode is enabled and language and timezone are set to United State Am I forgetting something?

Try moving the whole thing to a folder on your desktop, App Installer is complaining that it cant read the file likely due to missing permissions
