Participants were able to discern from the disclaimer that Washington had high load laws and permitting requirements. However, they had difficulty describing what those laws were and what permits were required based on the disclaimer text. The hyperlink proved useful in directing participants to a source for the entire WAC.

Participants wanted an explicit explanation of what they needed to do to haul their load on Washington state highways, rather than reading quotes from the WAC.

Disclaimer text has been modified. Not sure if it actually fixes this issue, though.
