Disclaimer can be closed without clicking Accept #14

Users do not have to click Accept in the disclaimer dialog box for the disclaimer to clear from the screen. Any click of the mouse within the browser window (inside or outside the disclaimer dialog box) will cause the disclaimer to disappear.
