Enchantment Request. Per-online basemap set of preferences for which offline layers they want on.  #1285

I like that enchantment request. Programs are kind of like spells.  That would make us wizards of sorts.  I think there can be two different approaches to this enhancement request.  1) Offline basemap layers that have a user preference set (meaning the user has ever turned them on) and this preference is currently set to on, that layer stays on when they switch to an online map.  ### 2) there is a per-online basemap set of preferences for which offline layers they want on.  Those have to be set the first time they switch to that online map, and are read each time they go back to that layer.  I think we can hash out later which enchantment to cast.
