Is your feature request related to a problem? Please describe. On the 1st of each fiscal year (July 1) email each TMC manager a list of records that are candidates to be purged per the traffic retention policy.

Add elapsed column based on the time of first and last comment.

More discussions are needed to define what would go on in this report, as well as more discussions needed to define a policy and procedure for retention purging at the TMC Managers level.
