Structural changes needed to html templates

Comparing a relatively empty page like the, Real-time travel data and the html template there several elements which did not come across correctly as well as links which need to be updated. Following are observations regarding the state of the current html template:

Breadcrumb

• The breadcrumb bar is chopped. It doesn't have the left and right side elements.

  Footer

• The ADA link text has been changed to, Civil rights, Title VI, and Accessibility. Should be, ADA like it is on the live site.
• The Sign up for email or text updates needs the https://public.govdelivery.com/accounts/WADOT/subscriber/new address added.
• The current https://traffic.wsdot.wa.gov/ link is not valid. Need to confirm where the WSDOT Traffic App link needs to go or if this should be a link to the Android and iOS apps.
• The social media icons are out of alignment. Looking at the HTML, there are extra and duplicate elements.
• The WSDOT logo, copyright, privacy policy, and agency rule making links should all be on the same line.

  CSS

• The css/main.css and css/sidr.css files still have URL references to the dev site. https://dev-wsdot-wsdot.pantheonsite.io should be changed to https://live-wsdot-wsdot.pantheonsite.io for now.
