User story: As a traveler I want to pick from a location that may not be a city so that I can tell if there are any alerts that might affect my travel

Requirements: Need to get a list of unincorporated areas, locations and tribal lands to add to the real-time highway dropdown.

NW and Eastern have sent lists as of 3/10/22. Both lists are in the final stages of being added to the back-end database so they can be used. I will update when ready.

NW and Eastern additions are now in production as of 3/16/2020. Recommend leaving in the current lane until other regions respond and are added.
