Change Seattle Alerts Menu Option to Traffic Alerts #58

Currently, when the users screen is focused on the Seattle area a menu option for Seattle Alerts is added to the app bar. We want to add this functionality to other locations. Possibly start with the other GoTo locations.

A list of all traffic alerts displayed on screen will be shown when "Traffic Alerts" is selected.
