The Keller Ferry is displaying as a keyword topic in firebase messaging traffic_alerts.py push alerts.

We should designate an option to sign up for Keller Ferry push alerts in the Notification Settings. https://data.wsdot.wa.gov/mobile/NotificationTopics.js
