Update 'Toll Rates' for SR 16 and SR 99 for October 1 #224

Toll rates for Tacoma Narrows Bridge (SR 16) and SR 99 are increasing October 1.

Toll rates have been updated and staged in the StaticTollRates-Oct-1.js file. Will replace the StaticTollRates.js file with the staged one on October 1.

StaticTollRates.js file replaced. New toll rates are showing in the app.
