Emergency Alerts: Show/Hide event banner while app is active #282

Emergency alerts can potentially have time sensitive information. To provide real-time updates for users we should display/hide the event menu banner while users are interacting with the app.

The current behavior for the app requires that the app reload a second time to display/hide the event banner.
