Toll Rates: Update API Endpoint #169

The WSDOT traffic API is updating the Toll Rate endpoints for SR 167 & I-405.

To display these toll rates in the app we will need to update the mobile app's Toll Rate data request endpoints when the new endpoints become available.

Our current API Toll Rate data request points to the WSDOT traffic API:

We will need to update this data request. We should also consider moving this WSDOT API Service request to the app's Web Data Service file and point to the mobile app TollRates.js API endpoint instead.
