Mountain Pass Updates

Added mountain pass icons to traffic map.
Updated mountain pass report layout.
Added travel restriction status to pass list.
Fixed weather icon display issues.
Fixed data refresh issues.

UI Updates

Updated styling for border crossings, camera page, highway alerts, favorites, ferries, rest areas, toll rates, and travel time.
