Fix issue with camera not refreshing each time it is opened #177

If a traffic camera is opened and then closed it is not refreshing when reopened.

Steps to reproduce:

  1. Select a camera
  2. Close the same camera
  3. Open it again

We also received feedback that the refresh button is not working.
