Change Seattle Alerts to Traffic Alerts #30

Currently, there is an icon at the bottom of the Traffic Map screen that opens up a screen for Seattle area traffic alerts. We want to add this kind of area specific list for other locations.

A list of all traffic alerts displayed on screen will be shown when "Traffic Alerts" is selected.
