Create WSF home page in Drupal

• WSF home page should have the same functionality as the main WSDOT home page
• Should be initially created and exported as a feature

• Actually needs to be created as a custom layout and selection for the "Ferries" taxonomy term like the region home pages.
• Can't be like the WSDOT home page otherwise the page path competes with the site structure taxonomy and we end up with taxonomy terms like ferry-0 rather than just ferry.
