Create taxonomy and view for glossary terms

Use the taxonomy module and Views to organize glossary terms.

Glossary will be located at the following URL:

• /engineering-standards/manuals/glossary

Taxonomy should initially have the following fields:

• Title (text)
• Source (term reference - comma separated list of manuals)
• Definition (long text)
• Citation (text)
• See (Entity Reference)

The Source term reference would be composed of the following manuals:

• Bridge Design Manual
• Consultant Services Manual
• Cost Estimating Manual
• Design Manual
• Design Manual: ADA/Pedestrian (this is a second glossary included in the Design Manual)
• Environmental Manual
• Highway Runoff Manual
• Right of Way Manual
• Roadside Manual
• Roadside Policy Manual
• Standard Specifications
• Utilities Manual

Look at enabling Taxonomy CSV import/export module as a way of importing the taxonomy terms as well as the custom fields.
