Review and update rest areas content type and views #448

We have never used this content type since it was first created. Need to review the original fields and views and see if those are still relevant to our projected needs.

Under the new IA the rest area content type will have a path of,

/travel/safety/restareas/

with the reservation form being at,

/travel/safety/restareas/reserve

Calendars will be hosted on the static HTML server, for now, at the following URL,

/travel/safety/restareas/calendar/

Need to recreate the WSDOT Rest Areas View as the view will need to be recreated as a Solr index view instead.
