Update image paths in Drupal 404 template #454

With the reorganizing of modules for the multisite configuration the 404 page now has broken images because the image paths are pointing at the old location, /sites/all/themes/custom/wsdot_classic

Those need to be updated to, /sites/default/themes/custom/wsdot_classic
