After updating Adminimal - Responsive Administration Theme (Theme) to version 7.x-1.26 in issue #464 I noticed the draggable handles have disappeared from all the draggable tables.

Issue 3056840 has been created and a CSS patch submitted which appears to fix the issue.

Just waiting on the patch to be approved and a new version pushed out.

Generated a new patch which combines CSS changes from the original patch as well as another author.

I will probably push this change out in our instance since it seems to take months and years to get module fixes pushed to production.
