The ThemeKey module allows one to define simple or sophisticated theme-switching rules which allow automatic selection of a theme depending on current path, taxonomy terms, language, node-type, and many, many other properties.
The new Ferries design elements are significantly different from the styles currently in use in the site wide WSDOT classic theme. Having the ability to use a Ferries specific theme based on URL path (e.g. /ferries*) would likely keep things cleaner rather than having to force new styles and templates into the main theme.
Appears to work as designed. Because you can also assign a unique theme to a specific user this module would be handy if trying out site wide theme changes.
