Create new Ferries specific theme or sub-theme #512

In order to work with the ThemeKey module in #511 we will need a separate theme which implements the look and feel of the new homepage and landing pages.

Will try and accomplish this using a sub-theme of our main WSDOT theme. If that does not prove workable then we will use a full stand-alone theme for Ferries.
