Create new "Rider Updates" content type #528

Looking to add a new content type to handle "Rider Updates" content. These will be like Ferry alerts or bulletins ... but different somehow.

They should have a future publish date as well as an unpublish date. Ideally Ferries staff would like to be able to control the sort order so looking at having the content display controlled by an entity queue. Perhaps the first one could be automatically added to the home page "Rider Updates" box.

Sort order is controlled automatically by last update time.
