A couple issues

after reboot, /etc/supervisor/conf.d owned by root again
as such, Ouroboros cannot remove generic celery worker, celery-celery's conf file @ /etc/supervisor/conf.d/celery-celery.conf
need post-reboot / Ouroboros start-up check for these things
