We can keep adding specific IPs to running installs and/or the vagrant build, but it might be okay given our Ouroboros roles, to open up the IP range to library / Reuther IPs?

Agreed. Given all the work that's been done with authentication in Ouroboros, opening up to internal IP ranges might be the easier approach for the long-term.
