Re-visit WA Legal status terms #139

Let's review WA legal status terms. I think the word "status" as active and in-active is important (like gate or value status being open or closed), but it is not necessarily the legal status.

Based on our review of this issue https://github.com/WSWCWaterDataExchange/WestDAAT/issues/199 and the water right here, it does appear that WA has another extensive list of legal status terms, through labeled differently.

As part of my review of this water right, I see the current legal status as "Active." Instead, we need to use column W WaREcPhaseTypeCode which maps to the specific legal status in WaDE. We could concatenate the Status type code along with the Type code. https://westdaat.westernstateswater.org/details/right/WAwr_WR2274342

According to this terminology document, they use "active" as a summary term that includes many legal-specific terms

_Active- Water Right Record is pending or in Active status Change in Progress – Water Right Record is being changed, transferred or modified Inactive – Water Right Record is canceled, rejected, relinquished or superseded

The same document appears to call the legal status "Stage." While their table (screenshot below) calls it "Phase."

The stage allows entry of events and stages tracking the life of a water right document. Type of Stages: Adjudication, Adjudicated Certificate, Application Accepted, Beginning of Construction, Canceled, Completion of Construction in Progress, Demote/Rescind, Denied, Donation Accepted, Expired, Fee, Final, Meter Data, NA, Non Proof of Appropriation Exam, Proof of Appropriation Notice, Responsive, Report of Examination/Report of Decision, Pending, Relinquished, Rejected, Returned as Incomplete, Special Allocation, Superseded, Withdrawn.
