Owner Classification: Update "In Review" #143

Problem Users may get confused about who is doing the review (e.g., a state agency?)

Solutions

  1. Either update the label in WestDAAT (cheap and easy option for now) and later the Database field into "WaDEOwnerClassification"
  2. Or, Update the value especially "In Review" to be "WaDE In Review"

We have "WaDE Unspecified" for moments such as this too, as that is our blanket term for information we were not able to verify / as a filler for blank or null source values.

I would suggest either replace the term In Review with either "WaDE Unspecified" to match existing similar elements, or "WaDE In Review".

I'll leave it to you. Both WaDE Unspecified or "WaDE In Review" sounds good to me.
