Add Kansas (KS) Native water right URL #150

FYI there is a typo here in the docs referencing South Dakota's base URL https://github.com/WSWCWaterDataExchange/MappingStatesDataToWaDE2.0/tree/master/Kansas/WaterAllocation#6-code-file-6_kswr_allocationsamounts_factspy
