Update Oklahoma (OK) Method URL in ReadME #152

Let's use this URL for their water rights method

For the water right native URL, I can't find one for the existing permits.

I found this structure for the "pending permits" which doesnt work for active ones. I need to contact the state POC. https://www.owrb.ok.gov/supply/watuse/pdf_wat/pending/20220558.pdf

A temporary page for Pending wrs doesn't really cover what we are looking for, particularly if they are going to drop it once the wr is considered "Active". We may need to leave native url blank for OK until they can provide with something more stable and long lasting.

Agreed. I forgot to share an update here. Here is OK folks response:

We do not have anything like that at the moment. Interestingly, we had discussions today about making our permits available online in some form.
