Why a few central pivots in Utah don't have POU layer in WestDAAT #173

@rwjam, do you mind checking why these central pivots don't have POU layer in WestDAAT? see the screenshot below. This satellite image (not sure when was taken) shows that this land was irrigated. I'm guessing our data mapping procedure may have kicked them out or Utah didn't provide a digitized POU layer for them. Its worth checking to see what's going on.

Looking through the available source data from UT, it looks like they don't provide any information for those specific POU areas (see image).
