Import Texas Groundwater Database #177

Sam Marie Hermitte, Assistant Deputy Executive Administrator, reached out saying that the Texas Water Development Board (TWDB) maintains this groundwater wells database for well-specific information on Water Data Interactive platform.

Let's import this data and make it Exempt. No priority date and no permitted amount.
We need to come up with a water allocation type for this type of data. We need Michelle's help with that. These would be WaDE names: Values I can think of

These groundwater well reports in Texas have an allocation type of Rule of Capture.

So eventually, we may add a new WestDAAT filter for Allocation Type. We also need to add Allocation Type to the landing pages
