@rwjam would you download a shapefile copy from our ESRI account? I think through ArcGIS desktop. I vaguely remember you did something like this before. I copied the shapefile to our account. so there are 7 districts where each district has one or many sub-polygons (i.e., reporting units). I'm guessing each district could've been divided based on the county they span. There is no metadata in the shapefile so we need to spell out the district name based on the first two letters from the web. Then add more metadata from the web. Here are the seven district names and their info. Four of them have websites to reference. https://www.sdarws.com/wdd.html

This is interesting.

Water development districts have no regulatory authority.

We still include them because they still offer an organizational structure that oversees water management.

Based on the analysis we want to work on here, we may want to revise the use of "regulatory" and generalize it to be more inclusive. Or we may change the description and disclaimer to indicate that overlays may not have regulatory authority such as in South Dakota Water Development Districts. A eureka moment, we could call them "Policy Overlays." that's a much more inclusive term
