New Mexico (NM) water rights Assessment #206

NM PODs show 265K records, and WestDAAT shows 186 water rights. I understand that on water right may be connected to multiple PODs; is that the case for this difference? I see some water rigths were kicked out due to different issues.

To help users understand this difference in the data source and WestDAAT, we need to provide a summary table in each assessment report and add it to the GitHub ReadME that shows these counts. Suggested example

Looks like their POD has been updated to include an additional records, and they are now at 265,551 (08/2023) vs our previous download at 260,150 (05/2023). I'm going to re-download this data and use it as a new input.

Other than more records, I see no additional data included. I don't see anything that was previously missing now included. So business as usual.

I'll see what I can do about auto creating / populating some figures and estimates directly into the ReadMe.
