Import Bureau of Land Management (BLM) layer #229

It applies to both surface and groundwater. Let's NOT connect it with water rights PODs, at least for now, due to the complex nature of PODs being on BLM land but for private use.

This looks to be a MapServer. Don't think we can extract / download and useable data to a shp file here. Might need to check in and see if they have a FeatureService / some way to download this information to where we can manipulate it.

That should work. I was able to extract that and export it to a hard file.

I'll add it to the Mapping Status document.

Is this Regulatory or Administrative?

Who is the host / who is offering this data to use & the public? I can't see who owns it. Who is the organization?
